- The U.S Energy Firm launched its project in China, looking for a partner who could offer solutions including program development, application testing, system maintenance, and 24 hour technical support.
- The U.S firm expected the new provider to fully meet its quality standards and started looking for a medium-sized team that could manage one of the most complex and advanced technical systems in the world of hydropower and water control installations.

- Built up an offshore team was formed in Dalian, with several different technical groups:
- AS400 solution team
- DB (DB2, Oracle, MS SDL server solution team, data warehouse solution team),
- ERP/MRP solution team
- Java/J2EE solution team, and
- C/C++ solution team.
- hiSoft migrated the concept of Six Sigma to their project management right after the testing period.
